Naguib Sawiris is still hoping that his Orascom group can launch its Canadian mobile operation, Wind, even though the regulator is ruling it is foreign owned

Comment: The US and Canada — along with China — believe telecoms operators should not be foreign controlled, even though this is the most international of industries and foreign investment is a good way to inject innovation and competion.
