Comment: Deutsche Telekom wants to get the maximum return from its investment in optical fibre to German homes and businesses, but has to pitch the prices low enough to deter competitors from investing in their own infrastructure.
Deutsche Telekom is seeking permission for wholesale prices for three elements of its optical infrastructure.
The German incumbent has asked the regulator, Bundesnetzagentur or Federal Network Agency, for approval. It is offering operators access in multi-function cabinets for a monthly unit price.
The German regulator specified the criteria for wholesale products in December 2009, which Deutsche Telekom used as a model in calculating its prices. Charges will apply to access in multi-function cabinets for a monthly unit price and will also apply to access cable channels and dark fibre.
According to Niek Jan van Damme, member of the board of management of Deutsche Telekom responsible for Germany, pricing must stimulate further expansion of Germany’s fibre-optic infrastructure. GTB
