Philippines changes 3G auction rules

The Philippines telecom regulator will allow existing 3G licence holders to bid for the country’s last 3G licence

 The National Telecommunications Commission of the Philippines has changed its proposed rules governing the assignment of 3G spectrum. The revision will allow the existing 3G licence holders to place a request for the fifth and final licence.

Three Philippine telecom services providers— Smart Communications, Globe Telecom and Digital Telecommunications Philippines — were barred from joining the bid for the fifth 3G licence. The trio disputed the draft NTC ruling, which led to their disqualification from bid.

The regulator, headed by commissioner Gamaliel Cordoba, in 2006 offered 3G licences to Smart, Globe Telecom, Digitel and Connectivity Unlimited Resources Enterprises. It has placed a minimum offer price of $1.4 million for the annual spectrum user fee and a bid security bond of 30%.

NTC earlier rebuffed the applications of Bayan Telecommunications, Pacific Wireless, Multimedia Telephony, Next Mobile and AZ Communications for the last 3G slot. GTB
