Brazil is supporting a plan to revive former state telecom operator Telebras to manage its broadband internet programme for the poor. A proposal by Brazil’s biggest telecom company, Oi, is considered to be very expensive.
Oi, in which the government has a 49.9% stake, has asked for $15.3 billion in government incentives and tax breaks over five years to implement the programme, while under the proposal to revive Telebras, investments will total $3.41 billion.
Telebras will use government-owned fibre-optic networks to increase broadband coverage. Private telecom carriers claim the broadband plan may damage them by creating a sub-market inside a market for which they paid billions of dollars to have the right to operate. GTB
