Brazilian telecommunications regulator Anatel has finalised the bidding terms for the 2.5 gigahertz and 450 megahertz tenders for 4G, as well as the requirements for investments in domestic equipment.
Spectrum in both bands will be auctioned at the same time, and the 2.5 gigahertz licence winners may also have to adopt the 450 megahertz licences and roll out networks in rural regions, reports Business News Americas.
The Brazilian government will offer the 450 megahertz licences first, selecting the winner based on lowest price offered for consumers. If the government is not satisfied with the proposals, it will award the licences together with blocks in the 2.5 gigahertz band, selecting the parties submitting the highest bid, said the report.
The government intends to publish the minimum bidding prices later in April, after a federal audit court reviews the arrangements, and Anatel is likely to hold the tenders at the start of June.
Licence winners will roll out 4G to host cities for FIFA's football Confederations Cup by April 2013 and to host cities and sub-host cities for the 2014 football World Cup by December 2013.
The deployment targets also include cities of over 500,000 residents by May 2014, of over 200,000 by December 2015, of over 100,000 by December 2016 and of over 30,000 by December 2017, said the report. For the 450 megahertz licences, roll out will have to cover 30% of rural cities by June 2014, 60% by December 2014 and 100% by December 2015. GTB
