The Communications and Press Ministry of Russia has opened its tender for 4G spectrum. Licences will take effect in 2013, but the names of the winners will be announced in July 2012, local media reported.
The ministry told the Moscow Times: “The primary goal of Roskomnadzor, which developed the terms of the competition, was to provide the people of the Russian Federation as fast as possible with mobile broadband services using the LTE standard.” Roskomnadzor is the regulatory body for communication in Russia.
The ministry’s website stated that the frequencies will be offered in four separate allotments, with each of them covering all of Russia.
The ministry also said that the terms of the competition for tender are designed in such a way that a single operator cannot win more than one lot. Industry analysts have indicated MegaFon, Mobile TeleSystems and Beeline as the front runners for the tender. GTB
